ALMA Destination Signs Two Agreements with the Ministry of Municipalities and Housing and the National Water Company in the Presence of the Jeddah Governor
ALMA Destination has signed two agreements with the Ministry of Municipalities and Housing (MOMAH), represented by Jeddah Municipality, and the National Water Company (NWC), establishing sustainable frameworks for public infrastructure management and water utility services across the 3.125 million sqm. mixed-use waterfront destination in Jeddah.
The signing took place at ALMA Destination itself and was overseen by His Highness Prince Saud bin Abdullah bin Jalawi, Governor of Jeddah, on behalf of His Royal Highness Prince Saud bin Mishaal bin Abdulaziz, Deputy Governor of Makkah Region.
The signing was attended by H.E. Eng. Abdullah Al-Abdulkarim, President of the Saudi Water Authority (SWA); Dr. Fouad Al Sheikh Mubarak, CEO of the NWC; Eng. Khalid bin Mohammed Al-Dughither, Assistant Deputy Minister for Regulations and Legal Affairs at the MOMAH; Abdulaziz AlYamani, Chairman of Al Thuraya Al Omranya Properties; and Zuhair Bakheet, CEO of Al Thuraya Al Omranya Properties, as well as other investors and owners of the project.
The agreement signed with MOMAH, represented by Jeddah Municipality, aims to establish a sustainable framework for the management, operation and maintenance of ALMA Destination’s public facilities, open spaces, parks and shared facilities. This includes cleaning, road maintenance, landscaping, tree planting and infrastructure works, supporting an integrated operating model for the destination’s public infrastructure and municipal assets.
The agreement signed with NWC aims to implement and operate water-treatment plants across ALMA Destination, contributing to enhanced environmental sustainability and improved service reliability.
Together, the agreements constitute a pioneering public-private partnership model that supports sustainable urban development, strengthens infrastructure quality, increases the project’s investment value and contributes to achieving the objectives of Saudi Vision 2030.
They also establish a more structured foundation for ALMA’s plot-led, multi-developer model by clarifying how municipal coordination, destination upkeep, public infrastructure maintenance and water-utility integration will be managed as vertical development advances across the masterplan.
ALMA Destination, located in Jeddah’s North Obhur, is one of the city’s most prominent mixed-use waterfront destinations. The development spans 3.125 million square metres and comprises seven integrated districts featuring residential, hospitality, commercial and leisure components, including two islands nested between infinity-shaped man-made canals that connect the Red Sea with the King Salman Bay.
The destination also features 12.5 kilometres of waterfront, more than 5.5 kilometres of promenade and 16 interconnected parks, all within an integrated masterplan that is thoughtfully laid out to support modern living and enhance the quality of life.
For developers and investors, ALMA provides the freedom to build on a large-scale, infrastructure-ready waterfront destination platform within unified visual guidelines, located in a strategic urban growth corridor, and supported by a high standard of public infrastructure quality and utilities operations.
The project aligns with many of the objectives of Saudi Vision 2030 directly through providing premium housing options, large-scale private-sector participation, foreign and local investment attraction, quality-of-life enhancement, sustainable urban development and the continued transformation of Jeddah’s waterfront.
ALMA Destination aims to introduce a new expression of modern waterfront living in Jeddah, placing the Red Sea and the waterfront at the centre of how visitors and residents experience the destination.
