The Egyptian Women on Boards Observatory, affiliated with the Entrepreneurship and Innovation Center at the Onsi Sawiris School of Business at The American University in Cairo (AUC), launched the eighth edition of its 2025 Annual Monitoring Report during an event held yesterday, May 19, at the university\u2019s New Cairo campus. The event brought together representatives of partner institutions, policymakers, academics, and business leaders to assess progress in advancing Egyptian women\u2019s representation on corporate boards.<\/p>\n\n\n\n

The report revealed that women\u2019s representation on boards in Egypt continues to progress, while warning of a noticeable slowdown in growth rates over the past two years. It described 2025 as a \u201cturning point\u201d in an eight-year journey toward achieving the national target of 30% female representation on boards by 2030.<\/p>\n\n\n\n

In his opening remarks, Dr. Sherif Kamel emphasized that achieving the 30% target by 2030 is not only a national commitment, but also a strategic necessity for strengthening governance, innovation, and competitiveness. He noted that the pipeline of qualified women leaders is now well established, with more than 1,160 board-ready women identified through the university\u2019s Egyptian Women on Boards Observatory database. He added that \u201cwhat remains now is taking bold and decisive steps to transform commitment into tangible and accelerated progress.\u201d<\/p>\n\n\n\n

According to the report, women\u2019s representation across listed companies, banks, non-banking financial institutions, and public business sector companies reached 24.8% in 2025, compared to 24.3% in 2024, reflecting a 148% increase since the index was first launched, despite an annual growth rate of only 2.1%.<\/p>\n\n\n\n

The non-banking financial sector continued to outperform other sectors, recording women\u2019s representation of 26.9%, followed by listed companies at 22.3%, banks at 22.1%, while the public business sector remained the lowest at 11.8%.<\/p>\n\n\n\n

During the launch event, Omar Reda, Chairman of the Egyptian Exchange, stated that 451 women now serve on the boards of EGX-listed companies in 2025, reflecting continued progress in strengthening women\u2019s representation. He added that more than 60% of listed companies now have at least two women on their boards, while broader and deeper representation continues to expand. He stressed that \u201cdespite remaining gaps, the direction is clear: diversity has become an integral part of governance culture and a key pillar in building stronger and more sustainable capital markets.\u201d<\/p>\n\n\n\n

The report also highlighted several important milestones, including the presence of at least one woman on the board of every bank operating in Egypt. It further showed that the majority of companies and banks across most sectors now have at least two women serving on their boards.<\/p>\n\n\n\n

Despite this progress, the report warned that Egypt remains nearly 6% short of achieving the national goal of 30% women\u2019s representation on boards by 2030. To close this gap, approximately 77 additional women would need to join the boards of listed companies, banks, non-banking financial institutions, and public business sector companies each year, amounting to a cumulative need of 383 women over the next five years.<\/p>\n\n\n\n

The report called for revisiting existing quotas and governance frameworks issued by the Financial Regulatory Authority (FRA), the Egyptian Exchange (EGX), and the Central Bank of Egypt (CBE), stressing that the current requirements \u2014 mandating either 25% women\u2019s representation or at least two women on boards \u2014 are no longer sufficient to meet Egypt Vision 2030 targets. It also underscored the need to strengthen enforcement mechanisms, institutional commitment, and incentive-based measures to accelerate progress.<\/p>\n\n\n\n

The report further noted that the dissolution of the Ministry of Public Business Sector in February 2025, alongside the listing of several state-owned companies on the Egyptian Exchange in April 2026, could create opportunities for stronger governance reforms and greater compliance with board diversity requirements. According to the Observatory, the challenge is no longer the availability of qualified women leaders, but rather accelerating their appointment and increasing demand for inclusive leadership.<\/p>\n\n\n\n

Commenting on the report, Hala Barakat, Director of the Entrepreneurship and Innovation Center at the university, stated that over the past eight years, the Observatory has worked closely with regulatory authorities and national partners to promote women\u2019s leadership in corporate governance and support the preparation of qualified women for board service. She added that the slowdown in growth over the past two years signals the need for renewed momentum to achieve the national target of 30% representation by 2030.<\/p>\n\n\n\n

\u201cEgypt today has a clear pipeline of qualified women and the necessary institutional infrastructure. The priority now is accelerating women\u2019s appointments to boards and aligning governance frameworks with national ambitions for inclusive economic growth,\u201d she said.<\/p>\n\n\n\n

Dr. Hala El Said, Advisor to the American University in Cairo, also emphasized that advancing women\u2019s representation on corporate boards in Egypt is the result of deliberate policies, strong institutional commitment, and the proven achievements of Egyptian women. She noted that in order to close the remaining gap by 2030, governance frameworks regulating boards must rise to the level of the country\u2019s ambitions.<\/p>\n\n\n\n

\u201cTwenty-five percent reflected a previous phase. Thirty percent must define the next one,\u201d she stated.<\/p>\n\n\n\n

The Egyptian Women on Boards Observatory was established in 2017 through a coalition led by The American University in Cairo and operates as a specialized initiative under the National Council for Women\u2019s Women Observatory. Its mission is to increase women\u2019s representation on corporate boards and achieve the national target of 30% by 2030.<\/p>\n\n\n\n

Through initiatives including the Women on Boards Index, a database of qualified women candidates, nomination services, and awareness campaigns, the Observatory has become a leading platform for advancing gender diversity in corporate governance. Its work is supported by a broad network of government entities, regulatory authorities, international organizations, business associations, and research institutions, including the Central Bank of Egypt, the Financial Regulatory Authority, the Egyptian Exchange, the International Finance Corporation (IFC), and UN Women Egypt, among others.<\/p>\n\n\n\n

The Observatory has also received international recognition, including the \u201cInnovations That Inspire\u201d award from the Association to Advance Collegiate Schools of Business (AACSB) and the 2022\/2023 Best Initiative for Culture, Diversity, and Inclusion award from the MBA Association.<\/p>\n\n\n\n

The Observatory offers a free nomination service for women board candidates to support companies and banks across sectors in benefiting from diversity and strengthening corporate governance. Companies interested in appointing women to boards and leadership positions can apply through a dedicated nomination form.
